Mary Molloy Solicitors was established in 1981 and has been advising individuals, families and businesses across Ireland for more than four decades. This site is dedicated to our judicial review and public law practice: challenging the decisions of public bodies in the High Court on behalf of the people those decisions affect.

Judicial review is unforgiving work: the time limits are short, the procedure is technical, and the client usually arrives at the worst moment — just after a refusal, an order or a decision that upends their plans. What they need first is speed and straight answers: which time limit applies, whether an appeal must be used first, whether the grounds are arguable, and what the realistic costs picture is. That is how every file here starts.
The practice is led by Richard O’Shea, a solicitor whose work spans public law, immigration and litigation — and immigration is where much of Ireland’s judicial review actually happens, giving the practice constant working familiarity with the High Court’s judicial review lists. Richard also holds a Diploma in Mediation from the Law Society of Ireland, which matters more than it might seem: many public-law disputes resolve when a well-aimed pre-action letter opens a negotiation rather than a hearing.
Straight Talk About Judicial Review
We will tell you honestly when judicial review is the wrong tool — when an appeal is the better route, when the grounds are weak, or when the costs risk outweighs what a quashing order would actually achieve. Judicial review reviews the lawfulness of the process, not the merits of the decision; a won case usually means the decision is made again, properly. Clients deserve that explained at the first call, not discovered at the end.
Our Offices
Our Dublin office is in The Ormond Building, 31-36 Ormond Quay Upper, Dublin 7 (D07 EE37) — on the quays, a short walk from the Four Courts where judicial review proceedings are heard. Our second office is at 2 Rose Inn Street, Kilkenny (R95 W58D). Because all judicial review runs in the High Court in Dublin regardless of where the decision was made, we act for clients nationwide, with most work handled by phone, email and post.
